Why does the Payne School Improvement Model work for student achievement?

Principals and teachers who have applied the Payne School Improvement Model in their schools will likely tell you that it all comes down to relationships of mutual respect with their students. They have REAL knowledge of where their kids are coming from and what they are dealing with at home.
